Outsourcing of 15 Civil Dispensaries Across 18 SHRUCs Peshawar for Primary Healthcare and Immunization Services

The Khyber Pakhtunkhwa Health Foundation invites Expressions of Interest (EOIs) for the outsourcing of 15 Government Civil Dispensaries across 18 Super High-Risk Union Councils (SHRUCs) in Peshawar. This initiative aims to strengthen and ensure continuity of primary healthcare and immunization services through a public-private partnership model. Items being procured: - Package 01: CD Akhoonabad Pandu Road, CD Dheri Baghbanan Gul Ghast Colony, Model EPI Center (Bemonc 24/7) Shaheen Muslim Town #1, CD Shotal Banda, CD Nothia Jadeed Bamba Road - Package 02: CD Ijaz Abad Nimra Street, CD Nazar Bostan, CD Weno Serai, CD Beri Bagh Minar Masjid, CD Toor Baba (Bemonc 24/7) - Package 03: CD Achar Kalay, CD Panj Peer, CD Ghareebabad, CD Gul Darra Chowk, CD Manakro These dispensaries provide comprehensive Primary Healthcare (PHC) services integrated with routine immunization as a core preventive intervention. The outsourcing aims to maintain quality, efficiency, and sustainability of PHC and immunization services in high-risk communities. Eligible bidders must be registered with the Khyber Pakhtunkhwa Revenue Authority and comply with the terms of reference (ToRs) available on the official website https://www.kphf.gov.pk/. Joint Ventures/Consortia are allowed subject to EOI terms. Each package is treated as a separate project, and bidders must indicate their order of preference using Form-4 of the EOI documents. A pre-bid meeting is scheduled for 2nd October 2026 at 2:30 PM at the Khyber Pakhtunkhwa Health Foundation office. The deadline for submission is 15th October 2026 at or before 11:00 AM (PST), with EOIs opening the same day at 11:30 AM (PST). Bids received after the deadline will not be accepted. The procurement will follow the Single Stage, Two Envelope procedure under KP-PPRA rules 2014. Bidders should carefully review the EOI documents and ensure timely submission.
