Outsourcing of Management & Operations of Government General Hospital Nishtarabad Peshawar

Khyber Pakhtunkhwa Health Foundation invites Expressions of Interest (EOIs) for the outsourcing of management and operations of Government General Hospital Nishtarabad, Peshawar through a Public-Private Partnership. This hospital is an approximately 80-bed urban secondary healthcare facility providing essential secondary healthcare services including Emergency, Gynecology & Obstetrics, General Medicine, General Surgery, Pediatrics, Anesthesia, Radiology, Diagnostic Services, Mammography, Physiotherapy, Psychology, and NCD Screening. Items being procured: - Outsourcing management and operations services for Government General Hospital Nishtarabad The scope includes ensuring continuity, quality, efficiency, and sustainability of healthcare services at the hospital. Eligible bidders must comply with the Terms of Reference (ToRs) and be registered with the Khyber Pakhtunkhwa Revenue Authority. Joint Ventures and Consortia are also eligible to apply subject to compliance with EOI terms. The EOI documents and prescribed submission formats can be downloaded from the official website https://www.kphf.gov.pk/ from the date of publication until the closing date. A pre-bid meeting will be held on 2nd October 2026 at 2:00 PM at Khyber Pakhtunkhwa Health Foundation. The deadline for submission is 15th October 2026 at or before 11:00 AM (PST), with EOIs opening the same day at 11:30 AM (PST). EOIs received after the deadline will not be accepted. The procurement process will follow the Single Stage, Two Envelope Procedure under KP-PPRA Act 2012 and KP-PPRA Rules 2014, with technical proposals evaluated first and financial proposals opened only for technically qualified bidders. The Khyber Pakhtunkhwa Health Foundation reserves the right to reject any or all bids with cogent reasons as per Rule 47 of KP-PPRA Rules 2014.
