Outsourcing of General and Non-Core Support Staff Services for Federal Employees Benevolent & Group Insurance Funds

The Federal Employees Benevolent & Group Insurance Funds (FEB&GIF), Government of Pakistan, invites electronic bids through the Electronic Pakistan Acquisition and Disposal System (EPADS) for the outsourcing of General and Non-Core Services (Support Staff) at Islamabad, Lahore, and Karachi for a period of one year, extendable subject to satisfactory performance. This procurement is conducted under Rule 16A (Open Framework Agreements) of the Public Procurement Rules, 2004, using a Single Stage Two Envelope Procedure. Items being procured: - Drivers (Male) with valid LTV driving license and minimum 2 years experience - Dispatch Riders (Male) with valid motorcycle license and minimum 2 years experience - Chowkidars (Male) - Malis (Gardeners) - Naib Qasids (Male) - Call Centre Representatives (Female) - Data Entry Operators (Male/Female) with relevant computer skills and typing speed The scope includes deployment of trained, competent, and physically fit support staff across FEB&GIF offices in Islamabad, Lahore, and Karachi. The successful firm must maintain a fully functional office in Islamabad/Rawalpindi, be registered with SECP, be on the FBR Active Taxpayers List, and provide all required documentation including police clearance and CNIC copies for deployed staff. The contract requires compliance with minimum wage laws and all statutory obligations. Bid Security of Rs. One Million in the form of Bank Draft or Pay Order is mandatory. Bids must be submitted electronically via EPADS by 18-09-2026 at 10:00 A.M. Technical bids will be opened the same day at 10:30 A.M. Only technically qualified bidders' financial bids will be opened subsequently. The contract will be awarded to the most advantageous bidder based on combined technical and financial evaluation.
