Tender Description
The Office of the Auditor-General of Pakistan (OAGP) invites sealed bids for the outsourcing of Janitorial Services, Security Services, and Naib Qasid staff across seven Lots in the cities of Islamabad, Peshawar, and Karachi. This procurement covers comprehensive manpower outsourcing for multiple establishments including Audit House, Federal Audit Complex, and Pakistan Audit & Accounts Complex. Items being procured:
- Lot I Islamabad Security: 41 personnel (6 Supervisors, 35 Guards)
- Lot II Peshawar Security: 6 personnel (1 Supervisor, 5 Guards)
- Lot III Islamabad Janitorial: 53 personnel (3 Supervisors, 50 Workers)
- Lot IV Karachi Janitorial: 6 personnel (1 Supervisor, 5 Workers)
- Lot V Islamabad Naib Qasid: 68 personnel
- Lot VI Peshawar Naib Qasid: 10 personnel
- Lot VII Karachi Naib Qasid: 11 personnel
The scope includes continuous 24-hour security coverage with licensed arms, janitorial cleaning and maintenance including supply of all cleaning materials and equipment, and office support duties by Naib Qasids. The contract period is two years with an option to extend for one additional year. Bidders must comply with all statutory requirements including EOBI, social security, police verification, and minimum wage laws. Technical bids will be evaluated on experience, financial strength, and methodology, with a minimum technical score of 60 required to proceed to financial evaluation. Bid security of 2.5% of the annual quoted value is mandatory for each Lot. Bids must be submitted physically in sealed envelopes to the Assistant Auditor-General (Personnel) at the OAGP office in Islamabad by the deadline of 30-09-2026 at 1100 HRS. The bid opening will follow at 1130 HRS the same day. A biometric or facial recognition attendance system must be installed and maintained by the contractor at their own cost. The contract includes strict penalties for unauthorized absence, unsuitable staff deployment, and property damage.
