Outsourcing Operations for Gandhara Heritage and Citizens Club F-9 to Operate, Maintain, & Transfer (OMT)

The Capital Development Authority (CDA) Islamabad invites electronic bids on a Single Stage Two Envelope basis as per PPRA Rule 36 (b) from well reputed firms capable of proving their eligibility and qualification as per the RFP documents. The project involves outsourcing operations for Gandhara Heritage and Citizens Club F-9 to operate, maintain, and transfer (OMT). Items being procured: - Outsourcing Operations for Gandhara Heritage and Citizens Club F-9 to Operate - Maintain - Transfer (OMT) The detailed scope of work is available in the RFP document. Interested bidders can obtain the Electronic Bidding Document (RFP) containing detailed requirements, terms, and conditions from the e-procurement system (EPADS) by 7th September 2026 at www.eprocure.gov.pk. Technical bids must be accompanied by a Bid Security in the form of Pay Order/CDR in favor of DDO (P&C), CDA. Prospective bidders shall upload a scanned copy of the Bid Security on EPADS and provide the original pay order/CDR at the time of opening the technical bids. A pre-bid meeting is scheduled for 14th September 2026 at the Office of the Member Environment, CDA, Room No. 30, Block IV, CDA Secretariat G-7/4, Islamabad, to address queries and clarifications from prospective bidders. Bids must be submitted online through EPADS at http://eprocure.gov.pk on or before 22nd September 2026 at 1200 hrs. Manual bids will not be accepted as per e-Pak regulations 2023. The electronic technical bids will be opened at 12:30 hrs on the same day in the presence of bidders' authorized representatives who choose to attend the bid opening process.
