Outsourcing of Security Services at BUITEMS Quetta

Balochistan University of Information Technology, Engineering & Management Sciences (BUITEMS), Quetta, is procuring comprehensive security services for its Main Campus, Hostels, and other facilities. The procurement is for outsourcing security services including deployment of trained, uniformed, and medically fit security guards, supervisors, female personnel, and intelligence staff. The scope includes round-the-clock security coverage with licensed weapons, uniforms, and equipment as per BUITEMS standards. The contract period is initially three years with a possible one-year extension based on satisfactory performance. The security company must ensure strict compliance with BUITEMS' standing security orders and SOPs, maintain attendance records, and provide daily and monthly reports. Guards should preferably be ex-armed forces personnel with relevant experience and police clearance certificates. The company must maintain a reserve pool to cover absenteeism without extra cost. Eligibility requires valid registration with SECP, FBR, APSAA membership, NOC from Ministry of Interior or Home Department, and experience providing security services to large institutions. A bid security of Rs. 100,000 in the form of CDR is mandatory. The technical bid must be submitted separately from the financial bid as per the single-stage two-envelope procedure. The deadline for submission is 20th May 2026 by 3:00 PM at the Directorate of Procurement, BUITEMS, Quetta. The technical bids will be opened the same day at 3:30 PM in Jinnah Hall.
