Outsourcing of Seven Closed Pakistan Railways Managed Schools on RUOT Basis

Pakistan Railways invites e-proposals from reputable national firms, companies, JVs having relevant experience in the education sector for outsourcing of the following seven closed schools under the Public-Private Partnership (PPP) model on RUOT basis. The concession period shall be 30 years, including 2 years mobilization period. Items being outsourced: - P.R Girls Middle School Mayo Garden, Lahore - P.R Zubaida Industrial School, Lahore - P.R Primary School, Faisalabad - P.R Industrial School, Quetta - P.R Boys High School, Risalpur - P.R Secondary School, Kotri - P.R Secondary School, Pipri The scope includes disposal of railway managed closed schools on as-is-where-is basis. Bidders must be registered with Federal Board of Revenue (FBR) for Income Tax and Sales Tax and must be on Active Taxpayer List. PEC registration may be added if disposal involves civil, electrical, or mechanical works. E-bidding documents as per Disposal of Public Assets Regulations-2024 are available on https://vendors.epads.gov.pk/ and can be searched using Disposal Activity ID No. 011097. Manual bids will not be accepted. Electronic bids must be submitted through EPADS v2.0 on or before Wednesday, November 18, 2026, 02:00 PM, and will be opened online the same day at 02:30 PM. Participating bidders will be notified automatically by EPADS regarding preliminary and final results as per bidding documents. Interested bidders should ensure timely submission of bids through the e-procurement portal. It is advisable to review the detailed RFP documents carefully and prepare all required documents including Earnest Money and technical/financial bids in compliance with the instructions to avoid disqualification.
