Hiring of Security Agency for Security Services at Centre of Excellence in Molecular Biology (CEMB), University of the Punjab, Lahore

The Centre of Excellence in Molecular Biology (CEMB), University of the Punjab, Lahore, invites bids from well-reputed and well-established security agencies for providing security services at its premises located at CEMB-87, West Canal Bank Road, Thokar Niaz Baig, Lahore. This tender is for a contract period of one year, extendable based on satisfactory performance. The procurement will be conducted under the Single Stage – Two Envelope procedure as per applicable PPRA rules. Items being procured: - Provision of five (05) Security Guards for 12 months The scope of services includes deployment of five security guards to maintain access control at entry and exit points, verification of visitors, vehicles and deliveries, regular patrols of buildings, laboratories, offices, parking areas and perimeter, maintaining records of visitors, vehicles, incidents, keys and duty registers, immediate reporting of suspicious activities or emergencies, and ensuring all personnel are trained, alert, physically fit, properly uniformed and equipped. The guards will follow CEMB instructions for emergency response, evacuation, confidentiality, and protection of institutional property. Eligible bidders must be legally registered security service companies with valid licenses and proven experience in providing similar services. They must have valid registration with relevant government authorities, FBR/ATL registration, and demonstrate financial stability. Earnest money in the form of a Call Deposit Receipt (CDR) of Rs. 70,000/- is required. Technical evaluation will consider past performance, relevant experience, financial status, security staff capacity, training, uniforms and equipment, satisfactory performance certificates, registration status, non-blacklisting declaration, and compliance with labor and statutory requirements. Bids must be submitted electronically through the e-procurement portal (EPADS) by 10:00 a.m. on 2nd November 2026. Technical bids will be opened the same day at 10:30 a.m. in the presence of bidders or their authorized representatives. The original CDR must be submitted to the Procurement office of CEMB before the closing date and time. Late or non-compliant bids may be rejected. A practical tip for bidders is to ensure all required supporting documents are complete and uploaded on EPADS to avoid disqualification during technical evaluation. Also, timely submission of the original CDR to the procurement office is crucial to maintain bid validity.
