Tender for Operating Cutter Plant at Main Depot, PMDC Salt Mines, Warcha

The Pakistan Mineral Development Corporation Islamabad (PMDC) invites electronic bids for the operation of the Cutter Plant at its Main Depot located at PMDC Salt Mines, Warcha. This tender is for the provision of non-consultancy services under a National Single Stage-One Envelope procedure using Least Cost Based Selection (LCBS) technique. The contract period is for one year starting from November 17, 2026. The scope includes production, preparation, and proper storage of various salt products as well as sorting and shifting of salt at the depot. Items being procured: - Production and preparation of good-quality Salt Lamps/Small blocks (2 kg or customized sizes), 600 MT annually - Production and preparation of good-quality Salt Tiles/Blocks (different sizes), 800 MT annually - Production and preparation of good-quality Salt Animal Licks (1–5 kg or customized sizes), 600 MT annually - Sorting of good-quality Piece Grade Salt at Depot/Yard and shifting it to Cutter Plant, 4000 MT annually The contractor is responsible for maintaining quality standards, proper storage, and timely production as per targets. The contractor must have at least 3 years of experience operating a Cutter Plant and provide relevant certificates. Financial soundness proof, affidavits regarding no litigation, no blacklisting, and no conflict of interest with PMDC are mandatory. Bid security of Rs. 200,000 is required along with a performance guarantee of 5% of contract price. Bids must be submitted online via EPADS v2.0 by October 27, 2026 at 11:00 AM, with bid opening at 11:30 AM the same day. Manual bids will not be accepted. The contractor must provide own labor for sorting, loading, transportation, production, and storage. PMDC will supply the raw Piece Grade Salt and maintain records. The salt will be weighed on PMDC's designated weighbridge, and the recorded weight will be final. Penalties apply for failure to meet production targets or substandard quality. The contract may be terminated for breach of terms or corrupt practices. The contractor's labor is not PMDC employees and all legal obligations for workers rest with the contractor.
