The BOQ covers site clearance and excavation, foundations, plain and reinforced concrete, brickwork, plastering, waterproofing, steel reinforcement, doors, windows, flooring, plumbing, sanitary fixtures, water pipelines, fire hydrant facilities, pumps, underground and overhead tank components, fencing, barbed wire, electrical wiring, lighting, fans, earthing, painting, road earthwork, sub-base, base course, edging, surface treatment and bituminous carpeting. Eligible bidders must hold a valid PEC registration in category C4 or higher with CE-09 and CE-10 specializations, FBR and SRB active taxpayer registrations, and must not be blacklisted. Bidders must provide at least two similar government works completed within the last five years, including one valued at not less than 25 percent of the offered bid. Audited financial statements for the last three years, positive net worth, annual turnover equal to the quoted price and financial resources of at least 40 percent of the quoted amount are required.
