Tender Description
This tender invites qualified Overseas Employment Promoters (OEPs) to partner with the Balochistan Technical Education & Vocational Training Authority (BTEVTA) in Quetta for the Chief Minister's Youth Skill Development Program. The program focuses on facilitating overseas employment for Balochistan's youth by linking them with verified employers and providing structured financial support.
The scope includes validating overseas employer demand, conducting district-level awareness campaigns, training, certification, visa processing, and post-departure services. The program operates on a loan-based model where the bank disburses funds to implementing firms, and candidates repay the loan after gaining employment. The government bears interest costs and subsidizes candidates below the poverty line. The cost ceiling is PKR 700,000 for Gulf countries and PKR 1,200,000 for other regions.
Applicants must hold a valid OEP license, NTN/BRA registration, and active ATL status. Financial turnover for the last five years must be submitted, along with audited financial statements, project evidence, and verified overseas demand agreements. The tender requires compliance with BPPRA rules, Emigration Rules 1979 (updated 2021), and other applicable regulations.
EOIs must be submitted manually at the BTEVTA office located at 355/125-B, Jinnah Town, Quetta. The submission deadline is 19 January 2026. The technical and financial bids will be evaluated under a two-stage bidding procedure as per BPPRA rules.
