Providing Services for Paint, Graphics and General Body Repair Works of Dispensing Units, Dustbins and Lube Racks at NVROs in Gujranwala Division

Pakistan State Oil Company Limited (PSO) invites quotations for providing specialized services involving paint, graphics, and general body repair works of Dispensing Units, Dustbins, and Lube Racks at NVROs located in Gujranwala Division. This procurement is aimed at maintaining and refurbishing PSO assets to ensure operational efficiency and brand consistency across the division. Items being procured: - Dispensing Unit Paint (75 units): Cleaning surface and applying two coats of spray paint 2k / Auto paint of approved or equivalent make, approx. 50 micron of black or white paint depending on original paint, plus Green Paint of PSO Design. Includes covering graphics and display panels, removing old graphics, applying new PSO standard graphics (3M or equivalent) on both sides of small and large panels, and pasting Zero Meter stickers. Labor and transportation included. - Steel Lube Rack Painting (75 units): Includes shifting of lube racks between NVRO and workshop, complete repair of steel structure, filling cracks, applying putty, surface leveling, replacement of locks and carters if required, buff polishing, replacement of broken/damaged glasses, cleaning, scrapping, applying fresh 2k paint with 5HP compressor at 10 bar pressure, pasting graphics/branding stickers, and installation with ravel bolts. Labor and transportation included. - Fibre Glass Dustbin Painting (63 units): Includes shifting dustbins to contractor's workshop, removal of existing graphics, cleaning, scrapping, surface leveling, washing to remove dirt/wax/grease, sanding with fine sandpaper, applying 2K epoxy or urethane primer, applying polyester filler to fix holes/cracks, applying two coats of fresh spray paint 2k or auto paint with PSO color scheme, and pasting new PSO graphics (3M or equivalent). Graphics weigh 30% of job value. The scope requires adherence to attached drawings RC-036A and RC-036B for lube racks and approved artwork specifications for dustbins, lube racks, and dispensing units. The contractor must complete all works within 45 days of LOI or work order issuance, with penalties applicable for delays. The job will be executed across NVROs in Gujranwala Division, including Gujranwala, Sialkot, Hafizabad, Narowal, and Daska areas. Contractors are required to deploy at least two dedicated teams, each with four personnel: one team for Gujranwala and Sialkot, and another for Hafizabad, Narowal, and Daska. Safety measures such as area barricading with scissors barriers for dispensing unit paint works, LOTO, and energy isolation are mandatory. Risk assessments and approved Job Hazard Analyses (JHAs) must be complied with before commencing work. Eligibility criteria include relevant experience in similar repair and painting works, valid PEC registration if applicable, and FBR/ATL registration.
