Tender Description

This report summarizes the participation of Zubair Ahmed, Chief System Analyst, in the Regional Workshop on Measuring Disaster Risks and Impacts held from 27th to 31st October 2025 in Daejeon, Republic of Korea. The workshop was organized by KOSTAT and provided a valuable opportunity for participants to enhance their technical knowledge on disaster-related statistics through presentations, exercises, country examples, and discussions. The focus was on measuring disaster risks and their macroeconomic and financial impacts, essential for assessing progress towards national policies and international frameworks such as the Sustainable Development Goals and the Sendai Framework for Disaster Risk Reduction. Key learnings included the importance of establishing institutional mechanisms, data governance, and data sharing agreements due to the multi-disciplinary nature of disaster risk statistics. Peer learning and networking with international counterparts enriched the experience, highlighting good practices in institutional mechanisms. The participant actively contributed through presentations, discussions, and group work, enhancing the capacity of the Pakistan Bureau of Statistics to collect and share statistics aimed at preventing and reducing disaster risks. The acquired knowledge will improve departmental functions and data systems, supporting integrated and inclusive economic, social, health, cultural, environmental, and institutional measures to strengthen resilience. Recommendations include building a climate data ecosystem by establishing a core national stakeholder group, conducting institutional assessments, setting up steering committees and technical teams, advancing through learning by doing, collaborating with line ministries, and formalizing inter-institutional relationships. These steps will facilitate the compilation, dissemination, and regular production of disaster risk indicators aligned with national and international initiatives. This report and supporting materials will be submitted to the Ministry within ten days of the event's conclusion to promote institutional learning and replication of best practices within PBS.
