Request for Proposals for Establishment of Post-Primary Non-Formal Education Centers for Out of School Children in District Dadu, Shaheed Benazirabad, Umerkot and Tharparkar

The School Education & Literacy Department Government of Sindh invites qualified bidders to submit proposals for the establishment of 2,000 post-primary education (OOSC) centers in the districts of Dadu, Shaheed Benazirabad, Umerkot and Tharparkar. The project aims to provide education to out-of-school children aged 10-16 years who have passed primary education or equivalent. The centers will offer Post-Primary Non-Formal Education Packages 1 and E equivalent to Middle Education Class VIII, including Accelerated Learning Program (ALP). Items being procured: - Establishment of 56 post-primary NFE centers - Enrollment of 2,000 out-of-school children (OOSC) aged 12-16 years - Monthly subsidy of PKR 1,750 per learner - Each NFE center to enroll 35/36 learners The project includes preparatory activities, implementation, monitoring, reporting, assessments, certification, and project closeout. The contract duration is 18 months. The procurement will be conducted through National Competitive Bidding using a Single Stage-One Envelope Bidding Procedure. Only one package of 14 NFE centers will be awarded to a bidder. The contract will be awarded based on marks given by the Consultant Selection Committee (CSC) according to the Technical Evaluation Criteria. Eligibility criteria include technical evaluation, terms and conditions as per SPPRA rules, and compliance with FBR/ATL registration. The bidders must submit proposals by 25th September 2026 at 03:00 PM at the Committee Room, School Education & Literacy Department, 4th Floor, PNSC Building, MT Khan Road, Lalazar, Karachi. Proposals will be opened on the same day at 03:30 PM. The bidders are advised to download the RFP document from the SPPRA website and ensure timely submission. A practical tip for bidders: Carefully review the technical evaluation criteria and ensure all required documents and certifications are complete and submitted with the proposal to avoid disqualification.
