Tender Description

The Multan Electric Power Company (MEPCO) invites qualified consultants to submit proposals for a feasibility study focused on replacing or supplementing high Aggregate Technical & Commercial (AT&C) loss rural feeders with off-grid renewable energy solutions in Multan, Punjab. This consultancy aims to evaluate the technical, commercial, and socio-economic viability of deploying off-grid renewable energy systems such as mini-grids, standalone solar systems, solar plus battery systems, and community battery charging stations to improve electricity reliability, reduce losses, and enhance financial sustainability for DISCOs. Items being procured: - Hiring of Consultant for feasibility study on high AT&C loss rural feeders The scope includes identification and classification of high-loss rural feeders, detailed technical and commercial loss analysis, consumer profiling, evaluation of renewable energy options, socio-economic impact assessment, stakeholder engagement, cost-benefit analysis, and development of an implementation roadmap including public-private partnership models and regulatory recommendations. The consultant must have proven experience in electricity market modeling, tariff design, load forecasting, and multidisciplinary expertise including power system analysts, economists, tariff specialists, and data scientists. Eligibility criteria require registration with Pakistan Engineering Council (PEC), FBR registration, audited financial statements for the last three years, and experience with similar assignments. Bid security of PKR 200,000 is required. The procurement will follow a Quality and Cost Based Selection (QCBS) method under Single Stage Two Envelope procedure. Proposals must be submitted electronically via the e-Pak Acquisition and Disposal System (EPADS) v2.0 by 8th September 2026 at 11:15 AM. Technical bids must be accompanied by bid security in hard copy submitted to MEPCO Complex, Wapda Colony, Khanewal Road, Multan. Late or manual submissions will not be accepted. The opening of proposals will occur on the same day at 11:45 AM via EPADS. Bidders are advised to carefully review the detailed Terms of Reference and NEPRA letter attached in the bidding documents. One practical tip for bidders is to ensure timely registration on EPADS v2.0 and familiarize themselves with the online submission process to avoid disqualification due to procedural errors.
