The Small and Medium Enterprises Development Authority (SMEDA) invites bids for the Supply, Installation, Commissioning and Trial Run of Bladder's Machinery & Equipment for the Sports Industries Development Centre (SIDC) located in Sialkot. Items being procured: - Two Roll Mixing Mill (1 unit) - Bladder Vulcanizing Press (5 units) - Single Day light Hydraulic Press (1 unit) - Bladder Forming Press (2 units) - Bladder Forming Cutting Dies Size #05 (1 unit) - Bladder Forming Cutting Dies Size #04 (1 unit) - Bladder Forming Cutting Dies Size #03 (1 unit) - Nozzle Die (1 unit) - Valve Die (1 unit) The scope includes supply, installation, commissioning, and trial run of the machinery at the SIDC site at 14-Km Motra, adjacent to Imam Bukhari University, Sialkot Road, Daska. The contractor is responsible for any civil, mechanical, and electrical works required, including providing layout drawings. Spare parts during the defect liability period are also the contractor's responsibility. Raw materials for trial runs will be provided by the employer. Eligible bidders must have at least 5 years of experience, be registered with relevant government agencies, be on the Active Taxpayer List, and provide a bid security of Rs. 750,000. Bids must be submitted electronically via EPADS v2.0 by 2:00 PM on September 8, 2026, with bid opening at 2:30 PM the same day. Manual bids will not be accepted. A pre-bid meeting will be held on September 1, 2026, at 11:30 AM at the SIDC site. Bidders are advised to register on EPADS v2.0 early and review all bidding documents carefully. The procurement will follow the Least Cost Based Selection (LCBS) method. Bidders should ensure timely submission of original bid security to SMEDA's Lahore office. The contract includes a 12-month defect liability period. Payment terms include 70% upon delivery and 30% after successful installation and trial run.
