Tender Description
The National Disaster Management Authority (NDMA) Islamabad invites applications for the Pre-qualification of Carriage Contractors to provide transportation services for relief goods, humanitarian supplies, equipment, machinery, rescue assets, and other cargo as required by the authority. This pre-qualification is intended to establish a panel of qualified contractors for future transportation requirements under a Framework Agreement for the fiscal year 2026-27. The scope includes maintaining a fleet of operational vehicles, ensuring vehicle compliance, and providing timely and safe transportation services across various terrains and emergency situations.
Items being procured:
- Minimum 10 operational transport vehicles (HTV/LTV) including flatbed trucks, covered/box trucks, containerized vehicles
- Vehicles with valid registration, fitness certificates, route permits, and comprehensive insurance
- GPS tracking systems with real-time location and trip monitoring
- Loading and unloading equipment such as forklifts and trolleys
- Trained drivers with valid licenses and minimum 3 years experience
The contractor must demonstrate the ability to mobilize vehicles within 24-72 hours, handle consignments of at least 50 tons per dispatch, and operate under emergency conditions. Vehicles must comply with national motor vehicle regulations, safety standards, and be properly maintained with backup arrangements. The Framework Agreement will be valid for one year, extendable based on performance.
Eligibility criteria include a minimum average annual turnover of PKR 50 million to 100 million over the last 3 years, at least 5 years relevant experience in transport/logistics, and ownership or valid lease agreements for at least 60% of the fleet. Applicants must be registered with FBR and not blacklisted or debarred.
Applications must be submitted electronically through EPADS v2.0 by **Friday, September 11, 2026 at 11:00 AM**. Late or manual submissions will not be accepted. The technical evaluation will be based on fleet capacity, vehicle compliance, tracking systems, operational capacity, driver competence, safety compliance, and emergency response capability. A pre-application meeting for clarifications is scheduled for **Friday, August 28, 2026**.
Bidders are advised to carefully review the Prequalification Documents available on EPADS and ensure all required documentation and declarations are complete. Maintaining compliance with bid security declarations and performance standards is critical to avoid disqualification or blacklisting. This pre-qualification is a prerequisite for participation in subsequent bidding processes for transportation contracts with NDMA.
