Pre-Qualification of Clearing and Forwarding Agents for Imported Commodities at Karachi Port and Port Bin Qasim

Trading Corporation of Pakistan (Pvt) Limited (TCP), under the Ministry of Commerce, Government of Pakistan, invites applications for pre-qualification of Clearing and Forwarding Agents for handling imported commodities at Karachi Port and Port Bin Qasim. This pre-qualification is intended to establish a panel of reputable firms for future call-off contracts under Open Framework Agreements valid for two years. The scope includes clearing and forwarding of bulk, break bulk, and containerized cargoes such as sugar, urea, wheat, and soybeans. Items being procured: - Clearing and Forwarding services for bulk cargo - Clearing and Forwarding services for break bulk cargo - Clearing and Forwarding services for containerized cargo - Commodities include sugar, urea, wheat, soybeans Applicants must be certified firms or companies registered with Income Tax and Sales Tax Departments, active taxpayers, and have a minimum of five years experience in clearing and forwarding at Karachi Port or Port Bin Qasim. Eligibility requires a valid clearing agency license, financial soundness with a minimum credit worthiness of PKR 5 million, and compliance with TCP's integrity and performance standards. Blacklisted or defaulting firms are ineligible. The pre-qualification documents are available for PKR 2,000 and can be obtained from TCP offices in Karachi, Lahore, and Islamabad or downloaded from tcp.gov.pk and ppra.org.pk. Bids must be submitted in sealed envelopes to the TCP office at 4th Floor, Block-B, Finance & Trade Centre, Shahrah-e-Faisal, Karachi by 31 August 2026 at 1430 hours. Bid opening will be at 1500 hours the same day. Applicants should ensure all documents are complete, signed, and stamped. Bid security of PKR 200,000 in the form of a banker's cheque is required.
