Pre-qualification for Construction and Consultancy Works at Karachi by Military Engineer Services

The Military Engineer Services (MES) invites pre-qualification applications from firms and contractors for various construction and consultancy works in Karachi. The tender is issued by HQ DW&CE (Navy), Sector E-8, Naval Complex, Islamabad, but the works are to be executed in Karachi, Sindh. The technical requirements include submission of company profile, details of similar works completed in the last five years with sponsoring agency references, list of enrolled engineers with valid PEC numbers, details of tools, plants and machinery, bank statements for last two years, and valid NTN, FBR, PEC, and MES registration certificates. Firms not registered with Pakistan Engineering Council or those who do not renew registration by 30th June 2027 will not be considered. Applications must be submitted to HQ DW&CE (Navy), Sector E-8, Naval Complex, Islamabad by 1130 hours on 28 July 2026. The technical bid security of 2% of quoted bid cost in favor of DW&CE (Navy) Islamabad is mandatory and refundable to unsuccessful bidders. The tender opening will be at 1200 hours on the same day. The evaluation will be based on criteria formulated by HQ DW&CE (Navy) and the lowest evaluated responsive bid will be accepted.
