Pre-Qualification of Firms for Construction, Electrical, Mechanical, Plumbing Works by Military Engineer Services

The Military Engineer Services (MES) invites applications along with credentials for pre-qualification of firms and issuance of tender documents for various construction and related works across multiple cities including Kamra, Taxila, Rawalpindi, Chaklala, Islamabad, Lahore, Sargodha, Kallar Kahar, Chakwal, Sialkot, Multan, D.G. Khan, Muzaffarabad, Swat, Petaro, Karachi, Hyderabad, Shah Bandar, Sujawal, Quetta, Khuzdar, Jewani, Pasni, Ormara, Turbat, and Gwadar. Items being procured: - Construction of certain services, facilities, and buildings - Electrical works - Mechanical works - Plumbing works and services Firms must provide details including work orders, project locations, pictures of completed projects, and satisfactory completion certificates from users. Eligible firms should have experience in construction, electrical, mechanical, and plumbing works and be registered with PEC in the relevant field. Eligibility criteria include PEC registration in Category C-2 or above valid until June 2027, MES enlistment preferably in Categories A, B, or C, or provision of 2% bid security if not enlisted. Firms must also be pre-qualified with Engineer-in-Chief's Branch, GHQ Rawalpindi, have no special reports or outstanding recoveries with DI&E, and submit lists of personnel, bank statements, NTN certificates, and income tax returns for the last three years. Tenders will be issued only to pre-qualified firms and must be received by ACE P-02 at 1130 hours on 20 November 2026, with opening at 1200 hours the same day. Incomplete applications will not be entertained. The accepting officer reserves the right to reject any or all applications as per PPRA rules.
