Pre-Qualification of Electric Vehicle 3-Wheelers OEMs for PAVE Phase-II

The Engineering Development Board (EDB), Ministry of Industries and Production, Islamabad, is inviting Expressions of Interest for the pre-qualification of Electric Vehicle (EV) 3-Wheelers Original Equipment Manufacturers (OEMs) and Assemblers under the Pakistan Accelerated Vehicle Electrification (PAVE) Program Phase-II and subsequent phases. This procurement targets local manufacturers and assemblers of EV 3-wheelers to support the NEV Policy 2025-30 and promote sustainable industrial growth across Pakistan including Azad Jammu & Kashmir and Gilgit-Baltistan. The technical scope includes supply of lithium iron phosphate batteries with minimum 60V voltage and 3-year or 40,000 km warranty, brushless permanent magnet synchronous motors with IP-67 ingress protection, and vehicles capable of 170 km range per charge with swappable battery options. Chargers must have at least 80% efficiency and battery packs require mandatory transport certification. OEMs must demonstrate local value addition, maintain production facilities with assembly lines and testing fixtures, and have a minimum stock availability of 100 units or two months of components. After-sales support requires at least three service centers per province with EV safety-certified technicians and spare parts availability for five years. Eligibility requires valid EDB manufacturing certificates, PSQCA licenses, FBR registration, and proven experience with at least one year manufacturing and 200 units sold. Bidders must submit technical and financial proposals through EPADS v2.0 by the deadline. The submission fee is PKR 5,000 payable to the Drawing & Disbursement Officer, EDB. The technical bid opening will be held on the same day as submission. The deadline for submission is June 9, 2026, at 2:00 PM, with bid opening at 2:30 PM. Bidders are advised to register early on EPADS v2.0 and ensure all required documents including company profile, licenses, financial reports, and warranty details are complete. A practical tip is to carefully review the localization plan and technical specifications to maximize scoring in the Quality Based Selection evaluation. Timely submission through EPADS is mandatory as manual bids will not be accepted.
