Pre-Qualification of Firms for Construction of Certain Services, Facilities and Buildings at Multiple Locations

The Military Engineer Services (MES) invites applications along with credentials for pre-qualification of firms, contractors, and consultants for various construction works under the Engineer-in-Chief's Branch at GHQ Rawalpindi. The works involve the provision and construction of certain services, facilities, and buildings at multiple locations including Karachi, Shah Bandar, Sujawal, Jewani, Pasni, Ormara, Turbat, Gwadar, Kamra, Taxila, Rawalpindi, Chaklala, Islamabad, Lahore, Sargodha, Sialkot, Muzaffarabad, and Swat. Items being procured: - Provision and construction of certain services, facilities, and buildings at Karachi - Shah Bandar - Sujawal - Jewani - Pasni - Ormara - Turbat - Gwadar - Kamra - Taxila - Rawalpindi - Chaklala - Islamabad - Lahore - Sargodha - Sialkot - Muzaffarabad - Swat Firms must provide details including work orders, location, and pictures of completed projects along with satisfactory completion certificates. Eligible firms should have experience in construction, electrical, mechanical, and plumbing works/services and be registered with PEC in the relevant field. Required documents include a list of personnel, bank statements, NTN certificate, and income tax returns for the last three years. Eligibility criteria include enlistment with PEC in category C-2 or above with validity up to June 2027, preference for firms enlisted with MES in category A, and a refundable 2% bid security for non-enlisted firms. Firms must be pre-qualified with the Engineer-in-Chief's Branch, GHQ Rawalpindi, and have no special reports or outstanding recoveries with DI&E. Tenders will be issued to pre-qualified firms and must be received at the Engineer-in-Chief's Branch, GHQ Rawalpindi by 1130 hours on 28 October 2026, with opening at 1200 hours the same day.
