Pre-Qualification of Firms for Construction and Consultancy Services by Military Engineer Services

The Military Engineer Services (MES) invites applications along with credentials for pre-qualification of firms, contractors, and consultants for upcoming tender opportunities. The pre-qualification is for works and consultancy services at various locations including Karachi, Shah Bandar, Sujawal, Jewani, Pasni, Ormara, Turbat, Gwadar, Kamra, Taxila, Rawalpindi, Chaklala, Islamabad, Lahore, Sargodha, Sialkot, Muzaffarabad, and Swat. Items being procured: - Construction of certain services/facilities buildings at listed cities - Consultancy services (Design/RE Supervision) for certain works at the same locations Firms must provide details including work orders, project locations, pictures of completed projects, and satisfactory completion certificates. Eligible firms should have experience in construction, electrical, mechanical, and plumbing works/services and be registered with PEC in the relevant field. Eligibility criteria include PEC enlistment in Category C-2 or above with validity up to June 2027, preferably MES enlistment in Category A, and pre-qualification with Engineer-in-Chief's Branch GHQ Rawalpindi. Non-enlisted firms must provide 2% refundable bid security. Firms must also submit personnel lists, bank statements, NTN certificates, and income tax returns for the last three years. No outstanding DI&E recoveries or special reports are allowed. Tenders will be issued only to pre-qualified firms and must be received at E-in-C's Branch GHQ Rawalpindi by 1130 hours on 28 October 2026, with opening at 1200 hours the same day.
