Pre-Qualification of Firms for Repair, Fire Hydrants, and Hospital Construction Works

The Military Engineer Services (MES) invites applications for pre-qualification of firms and contractors by HQ DW&CE (Navy), Sector E-8, Naval Complex, Islamabad. This pre-qualification is for issuance of tenders for specific works under PPRA Rules-2004. Items being procured: - Repair / Replacement of Old Damaged Water Supply Line at Mauripur - Provision of Fire Hydrants at Gwadar - Construction of Central Sterilization and Storage Department at New 500 Bed Hospital Islamabad These works involve civil and water supply repairs, fire safety installations, and hospital construction. Firms must have relevant experience and be enlisted with MES in category 'A' or 'B' or other government departments with similar work experience. Applicants must submit a company profile including details of similar works completed in the last five years with sponsoring agency reports, list of engineers with valid PEC numbers, details of tools and machinery, bank statements for last two years, and valid NTN, FBR, PEC, and MES registration certificates. Firms not registered or renewing PEC registration by 30 June 2027 will not be considered. Prequalified firms will deposit bid security equal to 2% of quoted bid cost in favor of DW&CE (Navy) Islamabad. Tender documents will be issued only to prequalified firms. The tender submission deadline is 20 October 2026 by 1130 hours at HQ DW&CE (Navy), Sector E-8, Naval Complex, Islamabad, with opening at 1200 hours the same day. Bids will be evaluated on lowest evaluated responsive bid basis. The accepting officer reserves the right to reject any or all applications under PPRA rules. Bidders should ensure complete and accurate documentation to avoid disqualification. Timely submission at the specified office is critical to participate in this pre-qualification process.
