Pre-Qualification for General Contractor for Establishment of Punjab Appliance Performance & Energy Excellence (APEX) Lab, Lahore

Infrastructure Development Authority of the Punjab (IDAP) invites prequalification proposals through the Punjab e-Procurement System of Punjab Procurement Regulatory Authority (PPRA) from eligible applicants for the establishment of the Punjab Appliance Performance & Energy Excellence (APEX) Lab in Lahore. This procurement involves construction of buildings and infrastructure development including Civil, Architectural, Plumbing, Electrical, Mechanical & Fire Fighting works, and External Development Works. The execution requires deployment of all necessary materials, labor, formwork, tools, and machinery. Items being procured: - Construction of buildings and infrastructure development - Civil works - Architectural works - Plumbing works - Electrical works - Mechanical works - Fire Fighting works - External Development Works The covered area for this project is approximately 115,000 square feet with an estimated cost of approximately PKR 3,422 Million. The required PEC category for bidders is C-A. All interested applicants must register on the Punjab e-Procurement System to be eligible for participation. The PQ Document and PQ Notice containing detailed requirements, terms, and conditions are available on the Punjab e-Procurement System at ep.punjab.gov.pk and the Punjab Procurement Regulatory Authority (PPRA) website http://eproc.punjab.gov.pk/ViewTender.aspx. The response time will be calculated exclusively from the date of publication of the advertisement on the Authority's website. The PQ Proposal must be submitted on the Punjab e-Procurement System on or before 25th November 2026, no later than 11:00 AM. Proposals will be opened on the same day at 11:30 AM. Any proposal received through any mode other than the Punjab e-Procurement System will not be considered. If the last date for submission falls on a public holiday, the next working day will be considered for submission and opening. Bidders are advised to carefully review the PQ documents and ensure timely registration and submission through the official e-Procurement portal. Early preparation of documents and compliance with PEC and FBR registration requirements will enhance eligibility and competitiveness in this significant infrastructure project.
