Pre-qualification of HR Firms for Recruitment and Janitorial Services

The Cannabis Control and Regulatory Authority (CCRA) Islamabad invites applications from qualified firms for pre-qualification to provide recruitment and janitorial services under an open framework agreement for a period of three years. This tender is specifically for firms capable of delivering comprehensive recruitment services and janitorial support to CCRA headquarters located at 25-A, Sector H-9/1, Islamabad. Items being procured: - Recruitment services including job analysis, advertisement preparation in two national newspapers, application management, screening and shortlisting, preliminary interviews and assessments, coordination of interviews, background and reference checks, negotiation assistance, onboarding support, and recruitment data analysis. - Janitorial services as part of the open framework agreement. The scope covers detailed recruitment processes aligned with applicable laws and CCRA policies, ensuring compliance with federal recruitment rules. The selected firms will be engaged on an as-and-when-required basis for filling vacant positions. The janitorial services will be provided as per the terms of the agreement. Firms must have at least 10 years of experience, valid NTN/Tax registration, and an office in Karachi, Lahore, Islamabad, or Rawalpindi. Joint ventures are not allowed. The evaluation includes eligibility and scoring based on experience, financial strength, and team qualifications. Applications must be submitted in sealed envelopes to the Manager Procurement office at CCRA headquarters and also emailed in PDF format to dops@ccra.gov.pk by **7th August 2026 at 2:00 PM**. The opening of applications will be held the same day at 2:30 PM in the presence of the Bid Opening Committee. Late submissions will not be accepted. The bid security declaration form must be included with the application.
