Pre-Qualification of Marine Lubricants Manufacturers for Supply at International Ports

The Pakistan National Shipping Corporation (PNSC) invites prequalification applications from marine lubricants manufacturers for supply at international ports. This prequalification is subsequent to a closed framework agreement and aims to identify suppliers capable of providing original marine lubricants that meet oil specifications of major marine engines and auxiliaries from OEMs such as Everllence (Ex MAN B&W), Hitachi, Hyundai, Yanmar, Daihatsu, and Wartsila. The successful bidders will supply approved marine lubricant products at international ports through call-off contracts under the framework agreement. Items being procured: - Original Marine Lubricants meeting OEM specifications for major marine engines and auxiliaries Only prequalified applicants will be entitled to participate in procurement proceedings. The closed framework agreement will be signed between PNSC and the successful bidder for a period of one year, with invitation to bids expected in December 2026 and agreement signing before March 2027. Applications must be duly filled, signed, and stamped, and submitted via email to bunker.lubes@pnsc.com.pk by 11:00 AM on November 23, 2026. Applications will be opened the same day at 11:30 AM in the presence of applicants who wish to attend. Applicants should ensure compliance with eligibility requirements stated in the prequalification documents. PNSC reserves the right to accept or reject any or all bids as per Public Procurement Rules, 2026.
