Tender Description
Air University, Islamabad Campus (Air University) invites prequalification applications from reputable and registered insurance companies for the Annual Contract for Group Health Insurance covering Air University employees and their eligible dependents. This procurement is under an Open Framework Agreement for the financial year 2026-27. The scope includes providing comprehensive medical insurance coverage to approximately 4000 beneficiaries residing anywhere in Pakistan, including all campuses and FMC.
Items being procured:
- Group Health Insurance coverage for Air University employees and eligible dependents (spouse and children only)
- Medical insurance plans A, B, and C with detailed benefits including hospitalization, maternity, outpatient, dental, vision care, and specialized investigations
- Coverage includes day care surgeries, mental ailments, pandemic diseases, physiotherapy, and pre-existing conditions from 1st January 2027
The technical scope requires insurance companies to have a minimum AA+ credit rating by PACRA, fully operational offices in Islamabad/Rawalpindi for claim processing, and a proven track record with health insurance portfolios of at least PKR 300 million. The contract duration is one year starting 1st January 2027, with the possibility of renewal through competition among prequalified firms for up to three years. Claims must be settled within 10 working days, and a focal person must be deputed for quarterly visits to resolve claim queries.
Eligibility criteria include registration with FBR, SECP or relevant authorities, submission of company profile, audited reports for three years, credit rating proof, client list preferably including Higher Education Institutions, and a list of panel hospitals in major cities. Applicants must submit applications through EPADS v2.0 by 24 August 2026 at 11:00 AM. Technical bids will be opened the same day at 11:30 AM. Manual submissions are not accepted.
A non-refundable fee of PKR 5,000/- in the form of a pay order is required on the date of technical bid opening. The procuring agency reserves the right to reject any or all bids under PPRA Rule 33. Interested bidders should ensure compliance with all terms and conditions and submit complete documentation via EPADS.
A practical tip for bidders: Register early on EPADS v2.0 and carefully prepare your application to meet all eligibility and qualification criteria, including attaching all required financial and technical documents, to avoid disqualification. Ensure your office in Islamabad is fully operational for claim processing as per the tender requirements.
