Tender Description
The Pakistan National Shipping Corporation (PNSC) invites applications for prequalification of laboratory services providers specialized in the analysis of all types of marine fuel oils. This prequalification is intended to identify qualified suppliers who can provide on-demand analysis services for marine fuel oil samples in accordance with the latest ISO 8217 standard 2017/2010. The scope includes testing various parameters such as viscosity, density, water content, ash content, total sediment, sulphur content, flash point, and other chemical and physical properties for both residual and distillate fuels.
Items being procured:
- Analysis of marine fuel oil samples per ISO 8217 latest standard 2017/2010
- Supply of approximately 1,000 bunker sample bottles free of cost annually
- Sample collection cubitainer kits supplied free of cost
- Pickup and transportation of samples from any international port worldwide
- Provision of analysis reports within 24 to 48 hours after receipt of samples
- Technical and operational advice regarding storage, onboard usage, handling, and injection of marine fuels
- Expert technical notes and traffic signal categorization (Red, Amber, Green) on each analysis report
The technical scope requires bidders to have accredited laboratories in multiple regions worldwide, international courier contracts with companies like DHL, TNT, and FedEx, and the capability to provide rapid turnaround reports with expert advice. Bidders must nominate technical expert teams based on geographical trading areas to support vessel queries.
Eligibility criteria include a minimum of five years experience in marine fuel analysis, accreditation as per ISO 17025, no blacklisting by PPRA or government entities, and certification by reputable classification societies. Applicants must submit documentary evidence of financial soundness, professional capabilities, and equipment capacity.
Applications must be submitted by email only to bunker.foa@pnsc.com.pk by 11:00 AM on September 14, 2026. The opening of applications will be held the same day at 11:30 AM at the PNSC Building, Karachi. A practical tip for bidders: Ensure all required supporting documents, including certificates of accreditation and proof of international courier arrangements, are complete and submitted timely to avoid disqualification.
