Tender Description
Port Qasim Authority (PQA) invites applications for the prequalification of entities interested in the establishment of a Multipurpose Cargo Terminal on a Build, Operate and Transfer (BOT) basis at Port Qasim, Karachi, Sindh. This strategic project aims to expand the port's capacity to handle break bulk and general cargo, addressing current congestion and future demand growth. The terminal will be developed in two phases: Phase I with a handling capacity of 8 MTPA and Phase II expanding to 16 MTPA. Key features include a quay length of 620 meters, berth backup area of 60 acres, and accommodation of vessels up to 75,000 DWT with corresponding navigational channel enhancements.
Items being procured:
- Design, finance, construction, procurement, operation, maintenance, and transfer of the Multipurpose Cargo Terminal
- Preparation of demand and supply forecasts for break bulk and other cargoes
- Economic and financial feasibility studies
- Environmental Impact Assessment (EIA), Environmental Management and Monitoring Plan (EMMP), and Health and Safety Plan (HSP) implementation
- Numerical Hydraulic Model Study covering hydrodynamics, sediment transport, environmental analysis, marine structural design, and climate change projections
- Construction works including reclamation, dredging, quay wall, storage areas, cargo handling equipment, control systems, power and water infrastructure, railway sidings, internal roads, gates, and ancillary buildings
- Operation and maintenance of the terminal during the concession period
Applicants must meet stringent eligibility criteria including PEC registration, financial soundness with minimum average annual turnover of USD 175 million, net worth of USD 150 million, and cash/funding lines of USD 35 million. Experience in infrastructure, port terminal construction, BOT/BOO projects, port operations, and environmental and health & safety management is required. The prequalification process follows the Public Procurement Rules with a single stage two envelope bidding process to follow for prequalified applicants.
Applications must be submitted in sealed envelopes to the Director (PSP) at Port Qasim Authority, Ground Floor Administration Block, Head Office Building, Port Qasim, Karachi by 29 September 2026 at 12:00 hours. The opening of applications will be held the same day at 12:30 hours in the Admin Conference Room, 2nd Floor, Administration Block.
