Tender Description
The Lahore Electricity Supply Company (LESCO) through its Material Management department is procuring primary internet connectivity and MPLS L3 primary connectivity services for its Data Center and Disaster Recovery site located in Lahore, Punjab. This procurement specifically covers internet connectivity for 90 remote SD-WAN sites, MPLS connectivity for 27 remote sites, and high bandwidth internet and MPLS links between the Data Center and DR site. The scope includes provisioning of 394 Mbps internet bandwidth for remote sites, 75 Mbps MPLS bandwidth with aggregation, 380 Mbps internet for the Data Center, 305 Mbps internet for the DR site, and 250 Mbps MPLS connectivity between Data Center and DR site. Additionally, 62 live IP addresses for PR and 30 for DR are required along with one-time deployment costs for three consecutive years. The contract is for non-consultancy services with a delivery timeline of 190 days from the purchase order date.
Technical requirements include the bidder having valid long-haul licenses, multiple Tier-1 uplinks, own network infrastructure in major cities, and experience with at least 100-site WAN projects. The bidder must provide 24x7 support including onsite engineers and ensure redundancy and failover capabilities for all links. The bidder is responsible for installation, configuration, maintenance, and optimization of the internet and MPLS services including last mile connectivity and CPE devices. Compliance with regulatory licensing and coordination with IANA/RIR for IP address allocation is mandatory.
Eligibility criteria require bidders to be registered with FBR and SECP for at least 3 years, have audited financial statements showing a minimum financial worth of PKR 100 million, and demonstrate past experience with similar WAN projects. Bids must be submitted online via EPADS v2.0 by April 27, 2026, 10:30 AM, with bid opening at 11:00 AM the same day. Manual submissions are not accepted. The bid security amount is PKR 2,000,000.
