Procurement of 132/11kV 31.5/40 MVA Power Transformers

The Hazara Electric Supply Company (HAZECO) invites sealed bids from eligible bidders for the procurement of 132/11kV 31.5/40 MVA Power Transformers under reference number P162171. This procurement is planned for the financial year 2026-27 and will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 platform using the Single Stage-Two Envelope method with Least Cost Based Selection (LCBS) technique in accordance with the Public Procurement Rules, 2026. Items being procured: - 2 units of 132/11kV 31.5/40 MVA Power Transformers The transformers shall be mineral-oil-immersed, core type suitable for outdoor installation, complying with NTDC Specification P-46:2022 (amended to date). They shall be equipped with conservators, radiators, on-load tap changers, transformer control and auxiliary panels, and all other accessories required for smooth operation. The transformers will be delivered free to HAZECO Regional Store Abbottabad with a delivery schedule of 180 days and a warranty period of 60 months. Eligibility criteria include valid FBR registration, PEC category compliance, proven manufacturing and operational experience, submission of valid type test reports or undertaking, and satisfactory operational certificates from end users. Bid security in the form of Call at Deposit or Bank Guarantee is mandatory. Bids must be submitted electronically via EPADS v2.0 by Monday, November 9, 2026 at 10:30 AM. Manual submissions will not be entertained. Technical and financial bids will be opened on the same day at 11:00 AM.
