Procurement of 15 KV XLPE Power Cable S/Core 500 MCM as per NTDC Specification P-29:2010

Sukkur Electric Power Company (SEPCO) invites sealed bids through the e-Pak Acquisition and Disposal System (EPADS) v2.0 for the procurement of 15 KV XLPE Power Cable S/Core 500 MCM as per NTDC Specification No. P-29:2010 (Amended to date). The procurement is planned for the financial year 2026-27 and the goods are to be supplied on FCS (Free Consignee Stores) basis at Regional Stores Rohri and Larkana in Sukkur, Sindh. The loading and unloading of the goods shall be the responsibility of the supplier. Items being procured: - 15 KV XLPE Power Cable S/Core 500 MCM, Quantity: 10 Kilometers The cables shall conform to NTDC Specification P-29:2010 and relevant IEC standards, with stranded circular compacted aluminium/copper conductors, XLPE insulation, semi-conducting layers, metallic copper screen, PVC oversheath, and optional armouring as per specification. The cables are suitable for operation at 15,000 volts, 50 Hz three-phase distribution system, with continuous conductor temperature of 90°C and short circuit temperature of 250°C. Delivery is required 100% within 90 days or earlier from the date of purchase order. Eligibility criteria include prequalification/registration with SEPCO/DISCOs/NTDC/PPMC/WAPDA, valid prototype approval, FBR registration with active taxpayer status, financial capacity, and past experience of at least two contracts for similar cables in the last five years. Bid security of Rs. 1,107,000 in the form of Pay Order, Banker's Cheque, Call Deposit, Demand Draft, or Bank Guarantee is mandatory. Bids must be submitted online on EPADS v2.0 by Thursday, October 15, 2026, 10:30 AM. Hard copy of bid security must be submitted physically before the deadline at SEPCO Head Office, Admin Block, Old Thermal Power Station, Sukkur. Technical and financial bids will be opened on the same day at 1:00 PM via EPADS. Manual bids will not be entertained. Bidders are advised to carefully review the detailed bidding documents, including technical specifications, eligibility criteria, and submission instructions available on EPADS portal. Registration on EPADS v2.0 is mandatory for participation. The bid evaluation will be based on Least Cost Based Selection (LCBS) technique. Earnest money must be valid for 28 days beyond bid validity period of 75 days. A practical tip for bidders: Ensure timely registration on EPADS v2.0 and submission of all required documents including bid security and technical compliance statements to avoid disqualification.
