Tender Description
The Punjab Central Business District Development Authority (PCBDDA) invites firms, companies, consortiums, individual investors, and developers to submit proposals in Joint Venture (JV) mode for the development of 48 Premium Retail and Commercial Units located at CBD NSIT City, Lahore. This procurement opportunity involves the design, development, and commercialization of these units to redefine premium retail space adjacent to DHA Phase 6 & 7.

- 48 Premium Retail and Commercial Units
- Total Blocks: Six (06)
- Building Footprint: 54,000 sq.ft.
- Units per Block: Eight (08)
- Total Area per Unit: 5 Marla
- Total Built-up Area per Unit: 6,000 sq.ft.
- Floors: Ground + 4 Floors
- Height: 75 ft
The technical scope requires interested entities to demonstrate both technical and financial capacity by submitting proposals in a single sealed envelope containing two separate envelopes for technical and financial proposals. The bidding will follow the Single-Stage-Two-Envelope procedure as per PCBDDA Procurement Regulations, 2024. The Request for Proposal (RFP) document can be purchased upon submission of a non-refundable fee of PKR 50,000 in the form of a Pay Order favoring PCBDDA. A bid security of PKR 20,000,000 in the form of Pay Order/CDR/Bank Guarantee must accompany the technical bid.
Key dates include a project briefing on 10th November 2026 at 02:30 PM, RFP submission deadline on 18th November 2026, and proposal opening on 18th November 2026 at 3:30 PM. Proposals must be submitted by 3:00 PM on the closing date. The venue for briefing and submission is the Conference Room of PCBDDA.
