Tender Description
The National Insurance Company Limited (NICL) invites bids for the procurement of an AI-Powered Employee Performance & Appraisal Management System for the financial year 2026-27. This procurement is planned under the reserved funds of NICL and aims to enhance the efficiency and accuracy of employee performance evaluations through advanced AI technology.
Items being procured:
- AI-Powered Employee Performance & Appraisal Management System
The scope includes the supply, installation, and commissioning of the system, ensuring it meets the technical specifications and operational requirements of NICL. The system will be integrated with existing infrastructure at NICL's Lahore office, providing a seamless user experience for HR and management staff.
Eligible bidders must be registered on EPADS v2.0 and comply with the Public Procurement Rules, 2004. Bids must be submitted electronically through EPADS v2.0 by Thursday, September 24, 2026, at 11:00 AM. The technical and financial bids will be evaluated using the Quality and Cost Based Selection (QCBS) method. Bid security in the form of a Pay Order or Bid Securing Declaration is mandatory.

Vendors not registered on EPADS v2.0 may register at https://vendors.epads.gov.pk/. A tutorial for registration is available on YouTube.
Bids will be opened on the same day at 11:30 AM. Manual submissions will not be accepted. The Grievance Redressal Committee (GRC) is notified as per Rule 48 of the Public Procurement Rules, 2004. Further information is available on the PPRA website (www.ppra.org.pk).
