Supply and Maintenance of Video Analytics Systems for Textile Spinning Facilities

The Federal Board of Revenue (FBR), Government of Pakistan, invites national competitive bids for the SECOND ROUND (2026) authorization of additional vendors for installation and maintenance of video analytics systems for cotton bale counting in textile spinning facilities. This procurement covers multiple vendors deploying complete computer vision-based cotton-bale monitoring systems at textile spinning units. The systems include cameras, local computing and video storage, high-accuracy analytics software, FBR monitoring/hub integration, secure remote access, training, testing, and maintenance for three years. Equipment and software specifications in Section V are performance-based; indicative configurations may be replaced with demonstrably equivalent or superior alternatives. Items being procured: - Installation and maintenance of video analytics systems for cotton bale counting - Cameras and local computing units - Video storage solutions - High-accuracy analytics software - FBR monitoring/hub integration - Secure remote access - Training and testing services - Three-year maintenance Bidders must be legally eligible, registered with applicable tax and registration authorities, appear on the Active Taxpayers List, and satisfy eligibility, financial capacity, and technical-documentation requirements in the BDS. Joint ventures/consortia are permitted subject to lead-member authorization and joint and several liability. Eligibility will be assessed on documented evidence without discriminatory restrictions. Procurement follows fresh, non-exclusive, multi-vendor authorization under Chapter XIV-BA of the Sales Tax Rules, 2006, using national competitive bidding and the single-stage, one-envelope procedure under Rules 27(a) and 28(a) of the Public Procurement Rules, 2026. All mandatory eligibility, technical, and POC documents must be submitted through EPADS on or before the closing date. The Procurement Evaluation Committee will examine eligibility and responsiveness and apply a 70-mark technical matrix. Evaluation is supervised by a Technical Evaluation Committee. The Procurement Evaluation Committee will finalize and forward complete qualifying records for statutory vendor authorization. The approval committee has no role in technical evaluation, qualification, selection, or assessment of POC or results. Bid security of PKR 1,000,000 is required with each bid, valid for at least 120 days beyond the bid closing date. An unsuccessful good-faith POC, standing alone, shall not trigger forfeiture. The earnest money guarantee under Rule 1502 OZ(8)-(9) shall be furnished only by a qualifying vendor before issuance of authorization. Bids must be submitted electronically on EPADS not later than 20.11.2026 at 11:00 a.m. Pakistan Standard Time. Bids will be opened on EPADS at 11:30 a.m. the same day. Late bids will not be accepted. The Procurement Evaluation Committee will record proceedings and conduct technical evaluation independently. No financial ranking, price-based exclusion, or separate financial opening is prescribed. A practical tip for bidders: Ensure your technical proposal and POC documents fully comply with the detailed 70-mark technical matrix and submit all mandatory documents on EPADS well before the deadline to avoid disqualification. Early submission allows time to address any EPADS technical issues.
