Tender Description
The Pakistan Airports Authority (PAA), Logistics ANS Branch, Logistics Centre (South) JIAP Karachi, is procuring advanced Communication Equipment and Night Vision Gear for operational enhancement at Karachi and Islamabad airports. This procurement includes a comprehensive range of items to be delivered, installed, commissioned, and supported with training within 90 days from contract signing.

- Night Vision Goggles (NVG) 10 units
- Night Vision Devices (NVD) 40 units
- Thermal Imaging Binoculars 50 units
- VHF (FM) Walkie Talkie Sets 80 units
- Batteries for Walkie Talkie Sets 498 units
- VHF (FM) Digital/Analog Repeaters 5 units
- Desktop Two Way Radio Base Sets 43 units
- VHF (FM) Walkie Talkie Sets 187 units
The technical scope covers digital and analog compatible communication devices with IP67 protection, MIL-STD-810G compliance, and advanced night vision equipment with 3rd generation image intensifiers and thermal imaging capabilities. The equipment must be brand new, OEM authorized, and include comprehensive on-site warranty for a minimum of 12 months. Installation materials and accessories are included. Training for at least five personnel per item is mandatory, along with firmware/software updates and technical support during warranty.
Eligibility criteria require bidders to be active taxpayers on FBR's Active Taxpayer List with 100% compliance, possess valid OEM authorization, and have completed at least three similar projects in the last five years for government or reputed organizations. Bid security must be submitted physically and electronically as per instructions.
The bid submission deadline is Tuesday, August 18, 2026, at 11:00 AM via EPADS v2.0, with bid opening at 11:30 AM the same day. Manual submissions are not accepted. The procurement will follow Least Cost Based Selection (LCBS) methodology. The procuring agency reserves the right to reject all bids or vary quantities by up to 15% without price change.
