Tender Description

The Office of the District and Sessions Judge Abbottabad is procuring the procurement, construction, and installation of a Water Filtration / Reverse Osmosis (RO) Plant along with the construction of a housing room in Abbottabad. This project is funded through the Provincial Grant-in-Aid window of the Access to Justice Development Fund (AJDF) and follows the National Competitive Bidding (NCB) framework under the KP Public Procurement Regulatory Authority (KPPRA) rules. The technical scope includes a complete RO plant system with a capacity of 1000 liters per hour, capable of handling input water quality up to 10,000 TDS and achieving 98.10% purification efficiency. The system includes high-pressure pumps, fittings, testing, and on-site training. Accessories include an 80-liter drum for anti-scaling liquid and three feed water tanks with capacities between 3000 to 5000 liters. Additionally, a housing room approximately 12 by 10 feet will be constructed, including complete civil, plumbing, and electrical works necessary for the plant housing and setup. Eligible bidders must be registered with KPPRA (EPADS), KP Revenue Authority, and hold valid Pakistan Engineering Council (PEC) registration with the relevant code for water filtration plants. Firms must also be on the Active Taxpayer List (ATL) and submit bids online via the EPADS portal. Hard copies of the original bid must be delivered to the Office of the District and Sessions Judge Abbottabad. Earnest Money amounting to 2% of the total quoted value must be submitted as a Call Deposit Receipt (CDR) in favor of the District and Sessions Judge Abbottabad. Affidavits confirming the placement of the original CDR within the financial bid and that the firm is not blacklisted are required. The deadline for submission is 11:00 AM on 4th June 2026, with bid opening at 12:00 Noon the same day in the Conference Room of District Courts Abbottabad. The project must be completed within 15 days of issuance of the supply order. A practical tip for bidders is to ensure the technical bid affidavit is precisely as required, stating the original CDR is sealed and placed within the financial bid, to avoid disqualification during evaluation.
