Procurement of Consultancy Services for Construction Supervision and Allied Activities of 500kV Double Circuit Transmission Lines from Sialkot to Lahore North and Multan-Sahiwal to Vehari Substation

The National Grid Company of Pakistan Limited (NGC) invites qualified consultants to submit proposals for consultancy services involving construction supervision and allied activities including verification of contractor's invoices and testing & commissioning of two major 500kV double circuit transmission line projects. The first lot covers approximately 75 km of quad bundled ACSR Drake conductor transmission line from 500kV Sialkot Substation to 500kV Lahore North Substation. The second lot involves about 35 km of similar transmission line for in/out of the existing 500kV Multan-Sahiwal (Yousafwala) single circuit at Vehari Substation. These assignments require comprehensive supervision of civil works, tower erection, stringing, quality control, safety, and project management to ensure compliance with technical specifications and timely completion. The consultant will also verify contractor invoices, support implementation of environmental and resettlement plans, and oversee defect liability periods. Key deliverables include detailed implementation schedules, monthly and quarterly progress reports, final and completion reports. The consultancy is a time-based contract with separate teams proposed for each lot, requiring experienced key experts including project managers, contracts experts, survey experts, civil and electrical construction supervision engineers, environmental and safety specialists, and testing & commissioning engineers. The contract duration is 30 months for Lot-I and 24 months for Lot-II including defect liability periods. Proposals must be submitted through E-PADS by 15th September 2026 at 11:00 AM PST. Technical proposals will be opened the same day at 11:30 AM PST in Lahore. Interested consultants should have at least 10 years of relevant experience in construction supervision of 220kV or higher voltage transmission lines and demonstrate financial soundness. The selection will be based on Quality and Cost Based Selection (QCBS) method. The scope includes supervision of civil construction works, tower erection, stringing, quality control, safety management, invoice verification, environmental and social safeguards implementation, defect liability supervision, and preparation of detailed reports. The consultant will coordinate with contractors and NGC project authorities to ensure adherence to contract terms and timely completion. Eligibility requires firms with proven experience in transmission line consultancy, qualified key experts, and compliance with tax and regulatory requirements. The pre-proposal conference is scheduled for 2nd September 2026 at 11:00 AM in Lahore. Bidders are advised to carefully review the detailed Terms of Reference and submit complete proposals via the E-PADS portal before the deadline. One practical tip for bidders: ensure all key experts proposed meet the minimum qualification and experience thresholds as proposals with experts scoring below 70% in evaluation may be rejected.
