Tender Description
The Forests, Parks and Wildlife Department Gilgit-Baltistan invites qualified national and international consulting firms to submit proposals for consultancy services related to an Afforestation, Reforestation and Revegetation (ARR) Carbon Project in Gilgit-Baltistan covering an area of almost 10,000 hectares. The consulting firm will be responsible for identifying suitable sites across various districts and preparing a Project Design Document (PDD) for the ARR project that can generate verified carbon credits. The assignment aims to produce a feasibility and selection report for the first tranche under subject consultancy by the investor.
Items being procured:
- Inception & Carbon Feasibility Stage triggering 10% of Payment
- Project Documentation & Compliance Completion triggering 35% of Payment
- Validation (VVB) Submission triggering 20% of Payment
- Registration / Listing Confirmation triggering 20% of Payment
- Monetization Structuring Completion triggering 20% of Payment
- Successful Carbon Transaction & First Revenue Transfer triggering 15% Payment
Deliverables include:
1. Inception & Project Development Plan
2. Land Eligibility, LULC & GIS Assessment Report
3. Carbon Assessment & Baseline Report
4. Project Design & Safeguards Documentation
5. Validation, Registration & Authorization Package
6. Investment & Carbon Monetisation Package
7. Investor Procurement & Transaction Support
8. Capacity Building, Digital Handover & Final Completion Report
The consultancy requires expertise in carbon markets and forestry projects. Eligibility criteria include meeting technical evaluation standards, FBR/ATL registration, and submission of bid security equivalent to 4% of the bid price in the form of a CDR issued by a scheduled bank in Pakistan. The budget for this assignment is an estimated **Rs. 100.00 million** under the PSDP funded UGPP project and ADP funded REDD+ Phase II.
The EOI must be submitted by **22nd September 2026, 11:00 am (PST)** to the Office of the Chief Conservator Forests, Forest Complex, Jutial, Gilgit. EOIs will be opened the same day at 11:30 am in the presence of applicants. Detailed terms of reference and other documents are available at the department's website.
