Procurement of Control and Power Cables

The Lahore Electric Supply Company (LESCO) through its Chief Engineer (Development) PMU is procuring Control and Power Cables for supply to the 132KV Qurtaba Grid Station Muzang in Lahore, Punjab. This procurement is planned for the financial year 2026-27 and involves the supply of various types of cables including 11KV power cables, control cables, wires, conductors, and neutral wires. The delivery location is LESCO warehouse at Cheecho-ki-Mallian, Sheikhupura District, with a delivery period of 120 days from the contract agreement date. The technical scope includes supply of 11KV 1000 MCM and 500 MCM single core power cables, 4/0 AWG 3-core power cables, 4-core 37/0.83 LT cables, control cables of various sizes (4X6 mm², 4X2.5 mm², 8X2.5 mm², 16X2.5 mm²), earth wires, aluminium conductors, grounding conductors, and flexible neutral wires. All cables must conform to the latest WAPDA/NTDC/IEC standards and be accompanied by valid type test reports from designated laboratories or an unconditional undertaking for fresh type tests within the delivery period at the bidder's own cost. Inspection and testing will be conducted by LESCO nominated inspectors either locally or abroad as applicable. Eligible bidders must be registered with LESCO/DISCOs/NTDC/GENCOs and the FBR with active tax status. They must provide satisfactory performance certificates for similar equipment in operation for at least one year, valid manufacturer authorization, and comply with all bidding document clauses. Joint ventures are allowed with a maximum of two members. Bids must be submitted electronically via EPADS v2.0 by June 29, 2026, 10:00 AM, with bid opening at 11:30 AM the same day. Manual submissions are not accepted. The bid security must be submitted physically before the deadline to the specified LESCO office. A practical tip for bidders is to ensure timely registration and submission on EPADS v2.0, as late or manual submissions will be disqualified. Also, bidders should carefully prepare their technical and financial bids in compliance with the fixed price and bid security requirements to avoid rejection. Early preparation of all required documents including type test reports, manufacturer authorizations, and performance certificates will facilitate a smooth evaluation process. The procurement follows Least Cost Based Selection (LCBS) ensuring that the lowest evaluated responsive bid will be awarded the contract.
