Procurement of ENT Equipments (Package No.31) on DAP Basis for Establishment of Federal Government Polyclinic (PGMI)-II at G-11/3, Islamabad

The Infrastructure Development Authority of the Punjab (IDAP) invites sealed bids through EPADS v2.0 for the procurement of ENT Equipments (Package No.31) on DAP basis for the establishment of Federal Government Polyclinic (PGMI)-II located at G-11/3, Islamabad. This procurement includes supply, installation, commissioning, and maintenance of specialized ENT medical equipment. Items being procured: - ENT Workstation (Quantity: 2) - Analyzer, Hearing Aid (Quantity: 1) - Rhinomanometer (Quantity: 1) The ENT Workstation is a comprehensive unit combining patient chair, stool, suction and insufflation systems, LED light sources, endoscope supports, and other accessories designed for professional ENT examination and treatment. The Hearing Aid Analyzer is a two-channel pure tone audiometer with air and bone conduction capabilities, including a compatible laptop and printer. The Rhinomanometer is a computer-based system for objective assessment of nasal airflow and resistance, suitable for both adult and pediatric patients. All equipment must comply with international quality certifications such as FDA 510K, CE, or MHLW. The supplier is responsible for delivery on DAP basis, including customs clearance, transportation, and installation at the site. A one-year warranty with a five-year extended maintenance contract is required, including provision of spare parts and consumables for at least 10 years. Eligible bidders must be registered manufacturers or authorized agents with valid NTN and tax registration. Joint ventures are allowed with a nominated lead member. Bids must be submitted online via EPADS v2.0 by 20th October 2026 at 15:30 hours, with technical bids opened the same day at 16:00 hours. Original bid security of Rs. 220,000 must be submitted physically before the deadline. Technical evaluation will be based on compliance with specifications, financial soundness, experience, personnel qualifications, and equipment capabilities. Financial evaluation includes net present value calculation for extended warranty costs. The contract will be awarded to the lowest evaluated responsive bidder. Bidders are advised to carefully review the detailed bidding documents available on EPADS and ensure timely submission of all required documents and bid security. Late or incomplete bids will be rejected. The procuring agency reserves the right to reject any or all bids as per PPRA rules.
