Procurement of 30000 Liter Fresh (New) Transformer A Class Oil Conforming to IEC Specification 60296:2020 for SEPCO Regional Stores Rohri and Larkana

Sukkur Electric Power Company (SEPCO) invites sealed bids through the e-Pak Acquisition and Disposal System (EPADS) v2.0 for the procurement of 30000 liters of Fresh (New) Transformer A Class Oil conforming strictly to IEC Specification 60296:2020 (amended up-to-date). The procurement is for supply on Free Consignee Stores (FCS) basis at Regional Stores Rohri and Larkana, Sindh. The loading and unloading of the goods shall be the responsibility of the supplier. Items being procured: - 30000 Liters Fresh (New) Transformer A Class Oil as per IEC 60296:2020 The oil must meet all technical specifications including viscosity, pour point, water content, breakdown voltage, acidity, and other parameters as per IEC standards. The supplier must be an original manufacturer/blender or an authorized distributor/dealer with valid authorization. The oil shall be supplied in new, clean, dry, hermetically sealed steel drums, free from rust, moisture, and contamination, suitable for safe storage and transportation. Eligibility criteria include valid NTN and Sales Tax registration, active taxpayer status on FBR ATL, valid prototype approval if applicable, and proven experience with at least two contracts of similar supply in the last five years. Bid security of Rs. 540,000 in the form of Pay Order, Banker's Cheque, Call Deposit, Bank Guarantee, or Demand Draft is mandatory. Bids must be submitted online on EPADS v2.0 by 15 October 2026 at 10:30 AM, with bid opening on the same day at 11:15 AM. Manual bids will not be accepted. Technical and financial bids will be evaluated on a Least Cost Based Selection (LCBS) basis. The successful bidder will be required to furnish a performance guarantee of 5% of the contract price. Warranty period for the oil is 12 months from the date of supply completion. Inspection and testing will be conducted jointly by SEPCO and PPMC representatives at the supplier's premises prior to shipment. The supplier is responsible for all costs related to inspection, transportation, and warranty claims. Bidders are advised to carefully review all bidding documents and comply with all requirements to avoid disqualification. Registration on EPADS v2.0 is mandatory for participation.
