Procurement of Giveaways Items for Pilgrims Hajj-2027 by Ministry of Religious Affairs & Interfaith Harmony Islamabad

The Ministry of Religious Affairs & Interfaith Harmony, Islamabad, invites sealed bids through the e-Pak Acquisition and Disposal System (EPADS) v2.0 for the procurement of giveaways items for pilgrims for Hajj-2027. This procurement is planned for the financial year 2026-27 and will be conducted under the National Single Stage-Two Envelope procedure using Least Cost Based Selection (LCBS) technique in accordance with Public Procurement Rules, 2004. Items being procured include: - Large Luggage Trolley Bags (28-inch, soft-sided, two-wheel, water-resistant, Pakistan green with embroidered flag) - Hand Carry Trolley Bags (18-inch, soft-sided, 4-wheel spinner, water-resistant, Pakistan green with embroidered flag) - Mashair Backpacks (polyester fabric, approx. 12"x15"x5", Pakistan green with flag/logo) - Ladies Scarves (breathable cotton/cotton-blend, white, 70"x38", with Pakistani flag) The items are to be delivered to various Hajj Directorates across Pakistan including Karachi, Sukkur, Quetta, Multan, Rahim Yar Khan, Lahore, Faisalabad, Sialkot, Islamabad, and Peshawar. Delivery schedule requires 50% of contracted quantities by 1st March 2027 and the remaining 50% by 15th March 2027. Technical specifications are detailed for each item, including material quality, dimensions, stitching, locks, handles, and warranty of minimum six months against manufacturing defects. Bidders must be registered, have relevant experience, and meet financial and capacity criteria as specified in the bidding documents. Bids must be submitted online via EPADS v2.0 by 11:00 AM on October 6, 2026. Bid security in the form of Pay Order, Banker's Cheque, Bank Guarantee, or Demand Draft must be submitted physically before the deadline to the Ministry's office at Kohsar Block, Islamabad. Manual bid submissions are not accepted. A pre-bid meeting will be held on September 22, 2026, at 11:00 AM at the Ministry's office in Kohsar Block, Islamabad. Clarifications can be sought through EPADS v2.0 by September 25, 2026.
