Procurement of Headhunting Services Through Open Framework Contract

The Independent System and Market Operator (Guarantee) Limited (ISMO) in Islamabad Capital Territory invites qualified firms to participate in the prequalification process for the Procurement of Headhunting Services Through an Open Framework Contract. This procurement aims to establish a framework agreement for executive search services to be provided on demand over a 36-month period starting October 8, 2026. Items being procured: - Executive/C-Level Positions (4 per job) - Senior Management Positions (13 per job) - Middle Management Positions (27 per job) The scope includes advertising, sourcing, screening, shortlisting, interview coordination, reference and background verification, recruitment support, and post-selection assistance. The services will be provided at ISMO's office located at Pitras Bukhari Road, Sector H-8/1, Islamabad. Eligible bidders must have a minimum of five years of headhunting experience, including at least two years in the energy or power sector. They must be registered with FBR and provide evidence of satisfactory performance, client diversity, and relevant placements in senior, middle, and junior management roles. Applications must be submitted electronically through the e-Pak Acquisition and Disposal System (EPADS) by 11:00 AM on Tuesday, September 22, 2026. Late or manual submissions will not be accepted. The technical evaluation will be based on quality-based selection criteria with a passing mark of 75 out of 100. Interested bidders should ensure their registration on EPADS and prepare all required documentation including NTN, GST certificates, experience proofs, and performance certificates.
