Procurement of High-End Mobile Workstation / Performance Business Laptop

The Power Planning And Monitoring Company (PPMC) Islamabad invites sealed bids through EPADS v2.0 for the procurement of one (01) High-End Mobile Workstation / Performance Business Laptop under tender reference P92959. This procurement is planned for the financial year 2026-27 and will be conducted under the Single Stage-Two Envelope procedure adopting Least Cost Based Selection (LCBS) technique in line with Public Procurement Rules, 2004. Items being procured: - High-End Mobile Workstation / Performance Business Laptop (Qty: 1) The laptop specifications include an Intel® Core™ Ultra 9 275HX processor, 16" WQXGA IPS display, 32GB DDR5 RAM, 1TB PCIe NVMe SSD, NVIDIA RTX 5060 GPU, 5MP FHD IR Hybrid Camera, Windows 11 Pro 64 bit preinstalled, and a 3-year OEM on-site warranty covering parts and labor. The device will be delivered with a briefcase and 245W AC adapter. Bidders must be registered with relevant tax authorities, have at least three years of experience in supplying IT hardware, and provide an authorization letter from the manufacturer. Bid security of Rs. 35,000/- in the form of Pay Order, Call Deposit, or Demand Draft must be submitted physically before the bid closing time, with a scanned copy uploaded on EPADS. The delivery period is 45 days for local goods and up to 120 days for imported goods. Technical bids will be evaluated on company profile, experience, client list, and qualified staff with a minimum passing score of 70%. Financial bids of technically qualified bidders will be opened, and the contract awarded to the lowest evaluated bidder. Bids must be submitted online via EPADS v2.0 by 11:00 AM on September 4, 2026. Manual submissions will not be accepted. The original bid security must be delivered to the PPMC office at Office # 112, 1st Floor, Evacuee Trust Complex, F-5/1, Agha Khan Road, Islamabad before the deadline. Bids will be opened the same day at 11:30 AM. A pre-bid meeting will be held on August 27, 2026, at 11:00 AM at the PPMC office. Interested bidders are encouraged to register on EPADS v2.0 and review the bidding documents available on EPADS, PPRA, and PPMC websites. Bidders should ensure compliance with all eligibility criteria, including valid NTN, GST registration, active taxpayer status, and no blacklisting. The successful bidder will be required to provide a performance guarantee of 10% of the contract price.
