Tender Description
The Pakistan Airports Authority (PAA) invites bids for the procurement of Hold Baggage CT Scanning Machines for PAA Airports, specifically for Islamabad International Airport (IIAP). This procurement is managed by the Logistics ANS Branch, Logistics Center (South) at Jinnah International Airport Karachi. The tender includes supply, delivery, installation, testing, commissioning, factory acceptance testing (FAT), site acceptance testing (SAT), and training services for three (03) Hold Baggage CT Scanning Machines.

The machines must comply with operational and technical specifications including CT tunnel size minimum 1000mm x 750mm, conveyor speed above 0.50 m/sec, throughput minimum 1800 bags per hour, ergonomic conveyor height compatible with existing BHS infrastructure, and high-resolution display with minimum 1920 x 1080 resolution. The system must support centralized network-compatible management software with real-time monitoring, remote administration, archiving, reporting, access control, and cybersecurity features. The bidder must provide OEM-authorized service and configuration tools, licenses, and documentation to ensure PAA's independence in routine maintenance and configuration.
Eligibility criteria require bidders to be registered with valid NTN and appear on the Active Taxpayer List (ATL) of FBR for sales and income tax. Joint ventures or consortiums are not allowed. Bidders must provide valid OEM/manufacturer authorization certificates. Technical bids must be accompanied by detailed technical literature, site survey reports, and compliance documents. Financial bids must include firm and final prices inclusive of GST and all applicable federal and local taxes except provincial sales tax on services.
Key dates include a pre-bid meeting on August 11, 2026, and a bid clarification deadline on August 18, 2026. The bid submission deadline is August 25, 2026, at 11:00 AM via the EPADS v2.0 portal. Manual submissions are not accepted. Bids will be opened on the same day at 11:30 AM. The procurement method follows the Least Cost Based Selection (LCBS) technique.
The contract includes a two-year warranty from the date of SAT certificate issuance, with a performance bond of 10% of the contract price required within 15 days of award notification. The bidder must provide onsite and factory training for operational and technical staff, including training materials and certificates. The bidder is responsible for dismantling and removal of existing machines, ensuring no disruption to airport operations during installation and integration.
