Procurement of HT/LT Type CT PT AMR Meter

The Hazara Electric Supply Company (HAZECO) based in Abbottabad, Khyber Pakhtunkhwa, is inviting bids for the procurement of HT/LT Type CT PT AMR Meters for the financial year 2026-27. This procurement is critical for the modernization and enhancement of the electricity metering infrastructure in the region. The procurement process will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 using the Least Cost Based Selection (LCBS) technique. Items being procured: - HT/LT Type CT PT AMR Meter (Quantity: 500 units) These meters are specified as HT/LT type, CT/PT operated, 3-Phase, 4 wire, 3-Elements, with voltage ratings of 3×63.5/110V and 3×230/400 V, current rating 5(10) Amp, frequency 50 Hz, and accuracy class 0.5s programmable for uni-directional and bi-directional multi-tariff-TOU smart AMR energy meters. They include 4G GSM/GPRS modems with downward compatibility to 2G, verified by PTA, and conform to NTDC design and standards DDS-50:2007, DDS-98:2011, DDS-110:2012 (all amended to date). The technical scope includes delivery of meters to HAZECO Regional Store Abbottabad within 90 days. The integration of meters, MDM, and MDCs will be the responsibility of the vendor. Inspection will be conducted at the supplier's premises by Chief Engineer (MI) PPMC Lahore jointly with CEO HAZECO Abbottabad or authorized representatives. A 0.5% non-reimbursable inspection fee of the material cost is required. Rejected materials must be replaced at the supplier's expense. Eligibility criteria require bidders to have FBR registration, no blacklisting, at least one purchase order with DISCOs or WAPDA formations with satisfactory performance certificates, and valid prototype reports as per NTDC/WAPDA/PPMC specifications. Joint ventures are allowed with up to two members. Bidders must submit a bid security in the form of Call at Deposit or Bank Guarantee. The bid submission deadline is Monday, August 3, 2026, at 01:00 PM via EPADS v2.0. Manual submissions are not accepted. Bid opening will be on the same day at 01:30 PM.
