Procurement of ICT Equipment for Pediatric Emergency Units at Teaching Hospitals in Balochistan

The Health Department, Government of Balochistan, through the Health Sector Reform & Management Unit (HSRMU) / Project Management Unit (PMU), invites electronic bids (e-bids) from eligible bidders for the supply, installation, configuration, integration, testing, training and commissioning of ICT equipment for Pediatric Emergency Units at teaching hospitals across eight districts in Balochistan. The tender reference number is DPRQ/PRQ No.678/06-08-2026. Items being procured: - ICT Equipment including Networking Devices - Surveillance Devices - Storage Devices - Office Equipment Total item count: 27 This procurement covers Pediatric Emergency Units at teaching hospitals located in Kharan, Khuzdar, Loralai, Turbat, Naseerabad, Sibi, Pishin, and Zhob (CLF). All equipment must be brand-new, genuine, unused, and of current production, not declared end-of-life or end-of-support as of the bid submission deadline. OEM support and spare parts must remain available throughout the warranty period. Bidders must provide exact make, model, country of origin, and OEM datasheets for every active equipment item. Eligibility criteria include completion of two assignments of similar nature and complexity valued at PKR 125,000,000 during the last three years, a cumulative turnover of at least PKR 150,000,000 over the last three financial years with an average annual turnover not less than PKR 50,000,000, registration with relevant tax authorities, and appearance on the Active Taxpayer List (ATL). Bidders must not be blacklisted or debarred by any procuring agency in Pakistan. Joint ventures are not permissible. A valid ISO 9001:2015 Quality Management System certification relevant to IT/electronic equipment supply or support is required. Onsite support must be provided through the bidder's own office or authorized service partner in Balochistan, preferably during installation and warranty periods. If no such facility exists at bidding time, the successful bidder must establish or nominate a functional service facility in Quetta within 15 days of contract signing and maintain it throughout the contract. Financial statements audited by a Chartered Accountant registered with ICAP for the last three years must be submitted. Bidders must ensure availability of spare parts, warranty replacements, and Return Merchandise Authorization (RMA) arrangements in Pakistan, supported by documented escalation, repair, and replacement mechanisms. A qualified deployment and support team must be provided for project coordination, networking/security configuration, surveillance installation, and technical support. The team must remain available during installation, commissioning, and warranty support. The entire assignment shall be completed within 90 calendar days from the contract effective date, following the approved implementation plan. Tender-specific OEM or authorized distributor authorization confirming authenticity, supply authorization, warranty coverage, spare-parts support, and participation authorization must be provided. The procedure of procurement is Single Stage Two Envelope Bidding. Bid security of 3% of the total bid price in the form of a Deposit at Call from a scheduled bank in favor of the undersigned is mandatory.
