Procurement and Installation of 1141 Nos Asset Performance Management System on High AT&C Loss Feeders

The Multan Electric Power Company (MEPCO) is procuring and installing 1141 units of Asset Performance Management System (APMS) on high AT&C loss feeders in Multan, Punjab. This project involves the supply, installation, testing, commissioning, and integration of APMS equipment on pole-mounted distribution transformers of various capacities (25kVA, 50kVA, 100kVA, and 200kVA). The APMS will enable transformer level monitoring, protection, load management, energy auditing, and remote operation through HES/MDC systems as per PPMC Specification No. PPMC-DS-01:2026. The scope includes procurement of APMS devices, allied materials, D-Fuse fittings, ACSR dog conductor for 11KV jumpering, and PC desktop systems for management. Installation services cover detailed site surveys, verification of transformer ratings, mounting space, communication signals, and coordination with MEPCO field staff. The entire work is to be completed within 60 days from the issuance of the work order. Eligible bidders must have valid PEC registration for electrical works, FBR/ATL registration, and proven supply record with MEPCO or DISCOs for APMS or 3-phase AMR smart energy meters. An average annual turnover of at least PKR 240 million over the last three years is required. Bidders must submit earnest money in the form of bid security or bid securing declaration and comply with all tender conditions. The technical and financial bids must be submitted online via EPADS v2.0 by June 29, 2026, 02:30 PM. Manual submissions are not accepted. The bid security original must be submitted to MEPCO Complex, Wapda Colony, Khanewal Road, Multan. The bid evaluation will follow Least Cost Based Selection (LCBS) criteria. Successful bidders will provide a 5% performance guarantee and warranty for five years. Integration with PITC MDM and compliance with UDIL standards is mandatory. A practical tip for bidders is to ensure early registration on EPADS v2.0 and to prepare all technical documentation meticulously, including prototype approval from PPMC within 30 days of work order issuance to avoid disqualification. Early site visits and coordination with MEPCO staff will facilitate smooth installation and compliance with safety and technical standards.
